If I could have chosen the actress to play Dr. Weir, I would have chosen Jessica Steen. I bought her portrayal as a semi-passifist, not a big fan of the military person thrust into a military originazation. So far, Torri Higginson hasn't played Dr. Weir with the sort of passion that I think Steen would have. Her Dr. Weir seems flat to me. I think Steen's Weir would have been more in charge of the situation. She probably wouldn't like her situation, but she would deal with it. Only my opinion. Of course I expect many to disagree, but I think it would be an interesting discusion that should have it's own thread.

That's entirely possible, I can't argue for or against Steen because I never saw Lost City, but one of the things that I did enjoy about Higginson's performance in New Order was the way she handled dealing with the Goa'uld. You could tell very much that she was beginning to realize how far over her head she was.
I have a feeling that they are moving Weir in Atlantis more towards the military end of things, and that what we are seeing is that progression. I'm sort of waiting to see which episode she gets handed a gun first in.

One thing that occured to me about the Higginson vs. Steen thing is that TPTB may have told Higginson not to play her like Steen did. It's never been that clear why they didn't cast Jessica Steen in Atlantis.

Oddly enough, I like them both.
I thought Steen did a great job of a person suddenly thrown into this world she had no idea existed, and with Anubis, Kinsey, and everything else thrown in on top of it.
Higginson plays it as someone who has been part of this world for a while and is starting to get the hang of it and also with the burden of knowing the System Lords (or the Wraith) is still out there waiting for the chance to wipe us out.

I got into Stargate fandom ... in an odd way. I saw Children of the Gods years ago, and didn't like it much, so never watched another episode of SG1 until... may or so, when a friend of mine approached me about playing Samantha Carter in an online RPG. Their previous Carter had to leave the game, and hadn't really had either the military or science background to play the character very well.
I have training as a military historian and have several family members with advanced hard science degrees, so could fake my way through it. But that meant that I had to go back and watch SG1 from the beginning. I'm basically caught up through the end of season 5, and quite addicted. Rather hoping season 6 shows on scifi in the fall, as my television market doesnt' carry it in syndication. But as a consequence of the way I got into the series, and when I got into it, I only saw one season seven episode (and unfortunately, that was Chimera).
So the long and the short of it is, no, I've never seen Lost City, which is why I try not to comment on Jessica Steen too much.

Although Steen was cast for "The Lost City", they didn't cast her for Atlantis. Exactly why they didn't has not been stated by TPTB or Steen and I believe it rude to speculate or assume.
If I compare Weir to the other leaders of the "Stargate Universe", namely Hammond and O'Neill, she falls flat. Then again, she's not military and it is not a military expedition (at least, that's not what they thought when they first went there). If I remind myself that she's the leader of the colony (i.e., governor or mayor), she makes a whole lot more sense. She's bureaucratic and diplomatic...or at least tries her best to be under the circumstances. Bureaucracy and diplomacy are inherently more annoying (IMO) than military operations, which are basically dictatorial.
