It says "Living is easy with eyes closed". It's a line from the Beatles song "Strawberry Fields Forever". And MM, he does has an elvish number nine tattooed on his other shoulder
. He also has two stars on his right foot.

And according to some website that keeps meticulous track of all the "numbers" on lost, Strawberry Fields was something like track 15 of the 4th CD released by the Beatles. Or some other combo of the numbers.
