In the events leading up to "Seige", the Wraith are reported to stop at several planets along the way for some "groceries". If the Atlantis crew knew where the Wraith were going to stop, why couldn't they at least temporarily move the locals, or most of them, from one of the worlds to another one so that when the Wraith arrive they have nothing to pick up? Would the Wraith have a supply of "food" already, or would this be throwing a monkey wrench in the works for their plans?

As for wreaking havoc with the Wraith, it could probably cause some confusion at first. They expect to find a population to feed on, and they find none. More than likely, the Wraith would simply move on to the next planet on the list.

A lot of the worlds visited seemed to be familiar with the Wraith. If they were told by Teyla or someone they knew that the Wraith were coming, they might go, even for a short time. Atlantis couldn't see all over the galaxy, but Zelenka pinpointed the 3 places the Wraith would stop coming to Atlantis, so after they leave the first, send the people on the second world to the first world. Once the Wraith leave number 2, bring the people back and do it with number 3.

Most of the primative tribes cultures in Pegasus don't seem to want to run from or attempt to evade the Wraith. They have Stargates within easy reach and yet they construct shelters to hide from the Wraith when they attack.
I'd imagine they do it out fo realization that there's no real way to escape them and uprooting their lives everytime the Wraith come calling is only going to deal them a double blow.
-They'll get culled anyway a little bit later
-They'll also lose their homes and crops
Now Granted I'd run anyway and then try to double back to a planet they'd already culled but if everyone did that I imagine the Wraith would probably catch on rather quickly. There's no where you can run within Pegass to get away from the Wraith. Given this hiding close to home seems more practical for communities in the long term than hiding somewhere else or uprooting everyone. The Wraith do eventually leave afterall and they never take everyone.
As for why Shep and friends didn't try to evac all the worlds they weren't even sure that the Wraith were really going to stop there. Zelenka just made a semi educated guess and they ended up getting lucky.
