DOCTOR: Look, I'm sure there must be plenty of other Time Lords who'd be delighted to
GUARDIAN: I have chosen you.

I know that the season was considered only a moderate success, but I wonder if the modern "background" season-long story arc approach could once again suit a quest to assemble the Key...
Would there be another "story" (or 6 stories?!) to tell that doesn't just cover old ground... Perhaps the Key has already been assembled by someone else, who is wielding the Key's power...?
Of course, it's hard to imagine a Black Guardian not played by the fabulous Valentine Dyall... And likely I'm just a sentimental old fool... But, could make for an interesting story, featuring entities that are "more powerful" than mere Time Lords...
Aha - could relate to the return of Gallifrey somehow...
