i meant in that DW ep, Gridlock, the Doctor takes Martha Jones to NEW New Earth, where everyone is hooked on these patch drugs like success, fear, ect.... any emotion you can think of, you can get it in patch form... but they're actually v poisonous and is turning everyone into a junkie to point where all they want is their patch of choice....

That's what I thought you meant but I wasn't sure I see it as more a "everyone gets what they wants but it creates total chaos" kind of thing.
