The answer to this question would depend on whether the information surrounding succesful nuclear power was properly communicated to each generation.
My guess is information was likely passed on, but experimentation was necessary to perfect the technology to make nuclear power and weaponry.
It also depends on how much the physicists and engineers knew about nuclear technologies.
Just so you know I realise your question is about weapons, but nuclear power would be far more useful to a society and the two kind of go hand in hand with each other.
When was it discussed that Novus had nukes? I know some feared a nuclear winter had gripped the planet after they showed up to investigate it..
It had spaceships, so they certainly had nukes.
Anyway, give the space of time, i would say the Novans had to rediscover it. While i bet some of the knowledge would be passed on, i think they'd spend 2 minutes talking about how to build them and 20 minutes on how careful you have to be with them.
Ultimately, the theory of nuclear technology isn't that difficult. If you want a simple nuke, get a sphere of Uranium just below critical mass with a bullet-shaped chunk missing , and get a bullet of uranium that fits in the gap. make the bullet shoot towards the uranium with a big explosion and you're pretty much done.
The real difficulty lies in properly mining, identifying, enriching the uranium and properly timing the explosion and manufacturing the nuke. which is also probably most of the stuff the novans had to figure out themselves

Likely because of Brody and the bias against him the writers created for that character. This, and Futurans believe that Rush is some kind of benevolent savior/god which obviously makes them evil.
Frankly, the level of aggression between the two sides could have been very small. As I recall, Futura and the Tenarans were in a cold war, so they weren't actively flinging bombs at one another, they just had the technology.
