Even if one is non-corporeal, that doesn't necessarily mean that you can travel through space. Since we don't actually know of any non-corporeal individuals/species, we can't assume what the laws of physics are for them.

Indeed. I'd imagine that they'd still not be able to travel the great distances required to span their empire without ships. Also they wouldn't have any weaponry either.

Besides which, they aren't completely non-corporeal, at least not all the time. Otherwise it wouldn't have been possible to poison Kosh in The Gathering.

The Vorlons do have a physicality to them according to the show's creator. You'll find some information about that in this thread, with the specifics about Vorlon physical characteristics marked in red here.
