I'd say it's at least possible (due to so little being known about them) but we've no reason to believe it.
The fact that the Nox look human just means the special effects budget was limited.
Maybe because the Nox are all peace-loving and "Furling" sounds cute.
If memory serves they were anything but. I think there's some reference to them and the Asgard co-operating in military matters pre the rise of the Goa'uld.
"MGM put an average of $1,400,000 into each episode of the show" - this information is from Wikipedia. Very low budget, for sure. Really alien face-mask is too expensive.... Or, at least, make-up. Do you remember Oannes? Episode ‘Fire and Water’. By the time, they are not so far from "The Nox".
May be you are right in some way and writers have created Nox as half-alien race only due to budget. Though a scenario of this episode was very suitable to this race.
