Frustratingly vague. Maybe she means that since TARDIS is a time machine (essentially) and she was already thinking of the words 'Bad Wolf' as a link between her and the doctor and she looked into its vortex that it was really her in the past that scattered the words from the beginning? Time can get really warped.
