I think they're just doing some remodeling - making way for new tech down there since the 'Gate takes up so much of the complex.

Fun fact: Eisenhower, who coined the term in his farewell address, actually named it the Congressional-Military-Industrial complex. His advisor(s) implored him to remove "Congressional" from the speech, and although Eisenhower believed it was important to keep the Congressional component, he relented eventually.
