They're completely different. Baltar was essentially a coward who wanted nothing but to enjoy himself and live an easy life, he would worm his way toward that end any way he could. Rush is a driven pragmatist, he's working toward something he believes is bigger than himself, and everyone else. Other than being slightly amoral, I don't see them as being very alike at all.

The figures
• both have a thing for numbers
• both have a Phd
• both have not military short hair (in the beginning of the series)
• both aren't the really the heroes of the show

The actors
• both actors have the same high (ca. 1.73 m, don't ask me for feet)
• both actors are british (british actors always play the baddies in american TV shows, right?)

Well I think, that's it.

i can see some things that are similar for example both at one point were treated badly by there own side but other than that i really cant see it.
