    PG Permanent Offworld Base

What I don't get is why hasn't Atlantis established a permanent offworld base If after the events of "The Lost Tribe" and they could still build shield emitters for the Pegasus gates, then really, what's stopping them from building an offworld base?

Training facility or an emergency base possibly underground with a mini gate room, with a Stargate which has a shield. In essence much like MW's Alpha Base.

Also, what's stopping SGC from installing the shield on the Earth gate? Tech's there, reverse engineering is never an issue.

They had an Alpha site before, but the location was compromised and they were searching for a new planet for one in "Ghost in the Machine."

One of the issues with finding an alpha site in Pegasus is that there isn't a database of "safe" worlds like the ones provided by Jack when he had the Ancient database downloaded into his head.

All the MW Alpha Site planets were unknown to the Goauld. Since I'm pretty sure the Wraith know about most every gate address it makes it much harder. So you would have to move a stargate to a planet that didn't have one and then build a base. It takes time and time is something we haven't had a lot of - the SGC had almost unlimited manpower and resources to do such things, plus a leg up on the database info - Atlantis doesn't.

There are a number of things that need to be thought of:

        1) An Alpha Site had been created before, but was destroyed.
        2) Wraith threat (is the planet monitored by the Wraith/history of visits?)
        3) Is the planet used by another power? (such as Genii)
        4) Is the planet hospitable? Is the atmosphere breathable and the temperatures tolerable?
        5) Does the planet contain any dangerous viruses, animals, plant-life that could hinder the base?

If a base can be approved for this, then there are other issues that need to be thought of:

        - Base blueprints. By building an underground base, this can help avoid wraith detection, much like the MW Alpha Site.
        - If underground, how are you going to build it? Unlike Earth where you have access to limitless equipment, in the Pegasus Galaxy, you can't just call up an excavator. To do so, equipment would have to be picked up by the Daedalus/Apollo and sent to the Pegasus Galaxy Alpha site location and work can begin. Remember, the Daedalus and Apollo also have limits to cargo as well.
        - Manpower. For the Milky Way, construction workers could essentially work off-world for a few days and go home to their family. In the Pegasus Galaxy, you would have to find workers who would be willing to spend months away from Earth.
        - Money. If I recall from SG-1 S9, the budget for the Stargate program was lowered? To build a base in the Pegasus Galaxy, far from Earth, would be quite costly.

Unlike the MW bases, which could be in constant communication with Earth and receive equipment on a constant basis, PG bases can't have this luxury. It would be understandable for it taking quite some time for a base to be established in the Pegasus Galaxy.

Through as they now agree to provide the military backing for the Federation I expect them to now build training camps and starting training up the Federation solders into using their weapons.

Woolsey is not the type of bloke to go back on his word. Even if just said that to get them out their even must relies the advantage of having possible hundreds of humans available to fight on their side in any ground battle .

But the IOA are the type to go back on their word.
