    O'Neill's Rank in Tonight's Episode The shroud...Spoilers

His collar insignia is that of a Brigadier General while he's talking to daniel

then in the next scene talking to carter, he's got major general insignia

though, technically, if he's the commander of homeworld security, it should be at least Lieutenant General... but that post has only been a 2-star one on the show, so that's ok
Colonel Jack O'Neill: So what's your impression of Alar?
Teal'c: That he is concealing something.
    Colonel Jack O'Neill: Like what?
Teal'c: I am unsure. He is concealing it.

and he addressed landry as sir... big no no

unless it was a joke... but if it was that it was very poorly executed

or just a casual term of endearment

They've done it before. In um...the one where the human-form ancient replicators take over and he's seen in one scene with two stars but later he's seen with one star.

I saw the calling Landry "Sir" as a bit of Jack banter, after Landry says he worries about Jack. It's implied they are friends and Jack has called him "Hank" before.

Maybe he hasn't told Daniel about his promotion yet.

As far as having to be a lieutenant general to be in charge of Homeworld Security goes, perhaps they were a bit flexible with the requirements in order to allow Jack, one of the people with most experience of the SGC, to take the job.

Indeed it does. There are many many mistakes throughout the entire run, but never enough to detract from the quality of the show.

Just liek theyw ere when they gave him the SGC when he was only a Brigadir General and not a Major General... it does maker a lot of sense, sometimes the military does that.
