    Are the sgard jerks?

In every episode, the Asgard are always like "unfortunatly we cannot interfear with the lives of primitive plaets" whenever they are consulted for help. They always legitimize their inaction because of the protected planets treaty, but the Goa'uld skip around and dart through loopholes constantly. The Asgard could easily ahve done the same. What's mroe, even when the Asgard "owe" the Tauri, they ahve never seemed to come through. Whenever they encounter them the Asgard are always like "on the contrary, it is we who need your help with (insert random encounter with the replicators)" so what gives?
It seems like every not a moment to spare rescue is via Selmac/Jacob.
    Any thoughts?

Well, the Asgard did find a loophole in Red Sky to help a planet that SG-1 almost accidentally destroyed.

It would be far too convenient if the Asgard were able to turn up whenever there was trouble and, hey presto, solve the problem at hand. Except in some cases (like Small Victories) the Asgard's technological advancement and intelligence would make SG-1 redundant.
