Cole(Charmed) cause the only way they could kill him was in a dif reality

and the Avatars weren't really Villians

Well, if I'm picking one off of your list, I wouldn't even have to really think about it. The Goa'uld, hands down.

There's already been a couple of threads about best/favorite sci-fi villains. This being one of them:
        http://forum.gateworld.net/showthread.php?t=17955

In any case. There is only one great villain of all time. Darth Vader. Clearly he pwns everyone else.

How did Darth Vader not end up on this list?

Neither is the Emperor Palpatine, or even Khan or General Chang from Star Trek.

Is that a list of all the villains or the good ones? Seems too long a list to be just the good ones.

I thought Glory was one of the best Villains in Buffy. Illyria from Angel had potential but they mucked up that whole last season and her potential for evil went nowhere. Jasmine, from Angel wasn't bad but there was something missing there, the whole sitaution just seemed ridiculously contrived. The apocalyptic Antichrist effect she brought with her however was certainly a nice overbearingly evil one.

I'm not a big fan of evil just for the sake of being evil so no villains on Charmed make my list. And I couldn't stop liking Cole no matter how evil he got. He just didn't do enough evil. I think he's more evil as Dr. Christian Troy.

As much as I love the Goa'uld and Baal is truly awesome, they can be somewhat cartoonish in their evilness, particularly Anubis, so they don't make my list. The Ori however, do. They've really got evil down. Genocide tends to do that.
The Wraith aren't half bad either. There's just something incredible menacing and creepy about them wanting us for dinner. It must the effect of realizing you're not at the top of the food chain anymore and you're delicious.

But expanding this into the movies...

Humans - as a whole, are the best villains. See several episodes of the Outer Limits, X-men, Minority Report etc. We're really bad even when we mean to be good. Most times we don't even really try, we just are.

The Machines - The Matrix. They seemed to be reflections of the worst humanity is capable of. In their best and the worst, they act pretty much like humans only much more efficient. Unlike humans, they don't screw up so when they do evil, it sticks.

"You know what would make a good story? Something about a clown who makes people happy, but inside he's real sad. Also, he has severe diarrhea." - Jack Handy

Gul Dukat, he was different kind of villain. It’s something you rarely see on tv or movies, what happens to a character after choosing the lesser of two evils. Dukat chose the lesser of two evils; he is the lesser of two evils. He killed millions of Bajorans as prefect of Bajor but if someone else was prefect, they would have burned Bajor to ashes. Dukat is someone who is not able to understand that even though what he did was “right” it’s still evil. Even though he was far less brutal than any other Cardassian military leader, he still killed a lot of people and he was hated for that. Dukat has been crazy ever since he became prefect of Bajor, he committed evil to prevent greater evils but his mind wasn’t able to handle that so it fooled itself into thinking that what he did was not evil.

The T-1000 is also a great villain. He's like the opposite of the T-800 in T2. The T-800 learned human traits we consider good, trust, friendship, compassion, and even love. The T-1000 on the other hand learned all the "evil" traits of humanity, arrogance, hatred, and sadism. If you look at T2 more closely you can actually see the T-1000 evolving and becoming more evil and sadistic. He studies his victims and the way they react to pain, something that the T-800 in T1 never did. Like the scene in the mental hospital when the T-1000 kills the security guard, he studies the security guard's face as he was writhing around with the T-1000’s finger through his eye. There’s also the scene in the steel mill where he watches the T-800 crawl towards the grenade launcher and kills him right before he grabs the grenade launcher. I just hope that Skynet is as good as the T-1000 and the T-800.

Even if the list is only for TV stuff, why is not Gul Dukat on there? or the Shadow from B5? or the Alliance from Firefly? I am sure I am missing some really other evil characters from some other stuff.

i think that had to do with George Lucas and Hayden Christensen destroying any credibility as a villain David Prowse and JEJ put into him.

Glory from Buffy was very badass.

I really liked Diana from V... she was one of my all time favorite bad girls... she was EVIL, and women are usually portrayed (especially in the '80's) as good.
